The national farmer policy intends to help the farming sector by rejuvenating it and bringing long-lasting betterment with regards to the financial situation of the farmers. This policy among other things targets at adopting new methods of enhancing profitability, sustainability and productivity of major agricultural systems in diverse agro-climatic areas of the country. In addition, the policy intents to take up strategic measure that appeals and holds the educated young generation in farming, provide support services, land and water and provide suitable price policy, risk management measures and to work out a wide-ranging medium term scheme for the nutrition and food protection
The major provisions and the characteristics inculcated in the National Policy for Farmers comprise the subsequent:
(a) Human Dimension: rather than being the focus on productivity and profitability, the concern will be shifted to the economic growth of the farmers.
(b) Definition of Farmers: It has been expanded so as to include all the categories of people working in the agricultural industry enabling them to benefit from the standardized policies.
(c) Asset Reforms: Ensuring that each and every person, basically the poor, of the villages either owns or has the right to use a prolific asset.
(d) Income per unit of Water: Underlining the efficient use of water and generate awareness towards it. Besides the concept of increasing yield and profits of per unit would be took up in every crop production programs.
(e) Drought Code, Flood Code and Good Weather Code: It is to be presented in respective flood, drought and arid regions so as to fully utilize the monsoons and be prepared for the likely eventualities.
(f) Use of Technology: Need for new technologies that could increase the per unit productivity of land and water. Every possible technology has to come together and contribute to the idea of "Evergreen Revolution", a revolution capable of amending productivity while maintaining the ecological balance.
(g) National Agricultural Bio-security System: It is to be installed so as to form a synchronized farming bio-security program.
(h) Inputs and services-Soil Health: Disease free sowing materials, together with in-vitro cultivated propagules, superlative seeds and soil nutrients enrichment are the ways of raising small farm output. Soil health passbook will be issued to every farm family.
(i) Support Services for women: Child care centers, crèches and adequate nutrition to be provided to the working women.
(j) Credit & Insurance: Farmers to be provided relief from their debt traps. Need to set up both insurance and credit literacy in the villages, to assist "Gyan Chaupals" will be setup all across.
(k) To promote one to one learning of the farmers and to solidify the extension services, farm schools will be set up.
(l) In order to uplift the villages and utilize the Information and Communication Technology, Gyan Chaupals will be established in nearly every other village.
(m) A National Social Security Scheme to come up for the farmers ensuring livelihood security which covers all the insurance needs.
(n) MSP (Minimum Support Price) devices to be carried out effectively throughout the country to ensure lucrative prices for farming produce.
(o) Market Intervention Scheme will be toned up so as to react speedily to emergencies, particular crops to be distinguished.
(p) Community Food grain Banks: Will be encouraged to assist in the selling of crops that is kept unutilized.
(q) Single National Market: With the efforts of slacking the internal limitations and controls, a "Single National Market" will be developed.
(r) To increase the scale of "Food Security Basket" including vitally nutritious crops such as jowar, ragi, bajra and millets that are typically grown in dryland agricultural land.
(s) Farmers of the future: New techniques of farming may be adopted by the farmers, which in turn increases productivity and would create numerous livelihood opportunities.
(t) A Cabinet Committee a constituted regarding Food Security.
